چکیده

We introduce a framework for combining vote data and text data within a single formal and statistical framework. Formally, we model vote choice and word choice in terms of a common set of underlying preference parameters. Statistically, we implement a method for recovering these preference and location parameters. The method estimates the number of underlying ideological dimensions, models zero inflation, and is robust to extreme outliers. We apply the method to rollcall and floor speech from recent US Senates. We find two stable dimensions, one ideological and the other capturing leadership. We then show how the method can leverage common speech in order to impute missing data, to estimate rank-and-file ideal points using only their words and the vote history of party leaders, and even to scale newspaper editorials. ∗We thank Ben Johnson, Tolya Levin, and Michael Peress for comments on this and an earlier draft. †Assistant Professor, Department of Political Science, Massachusetts Institute of Technology, Cambridge, MA, 02139. Voting, Speechmaking, and the Dimensions of Conflict in the US Senate

Legislative institutions structure and order the myriad topics addressed by legislators. Jointly considering both roll call votes and floor speech, we show that the contemporary US Senate is ordered around but two dimensions: one ideological and another capturing leadership. We characterize both word and vote choice in terms of the exact same ideal points and policy dimensions. These findings e...

Patterns of Supreme Court Decision - Making , 1937 - 2000 ∗

A key explanatory variable in many scientific accounts of the U.S. Supreme Court is the preferred policy position (or ideal point) of each justice. In this paper we measure the ideal points of each justice serving from 1937 to 2000 using a measurement model derived from a simple, uni-dimensional spatial model of votes on the merits. The measures we obtain are dynamic, in that justices’ ideal po...

An Embedding Model for Predicting Roll-Call Votes

We develop a novel embedding-based model for predicting legislative roll-call votes from bill text. The model introduces multidimensional ideal vectors for legislators as an alternative to single dimensional ideal point models for quantitatively analyzing roll-call data. These vectors are learned to correspond with pre-trained word embeddings which allows us to analyze which features in a bill ...

Tea Party in the House: A Hierarchical Ideal Point Topic Model and Its Application to Republican Legislators in the 112th Congress

We introduce the Hierarchical Ideal Point Topic Model, which provides a rich picture of policy issues, framing, and voting behavior using a joint model of votes, bill text, and the language that legislators use when debating bills. We use this model to look at the relationship between Tea Party Republicans and “establishment” Republicans in the U.S. House of Representatives during the 112th Con...

Spatio-Temporal Modeling of Legislation and Votes

A model is presented for analysis of multivariate binary data with spatio-temporal dependencies, and applied to congressional roll call data from the United States House of Representatives and Senate. The model considers each legislator’s constituency (location), the congressional session (time) of each vote, and the details (text) of each piece of legislation. The model can predict votes of ne...
